Ministry Seeks Consultants to Develop National Biosecurity Legal Framework for Fisheries and Agriculture

The Ministry of Fisheries, Agriculture and Ocean Resources has invited expressions of interest from eligible consulting firms to develop a comprehensive national biosecurity legal framework covering the agriculture, aquaculture, and fisheries sectors.

The initiative is being implemented under the World Bank-backed "Transforming Fisheries Sector Management in South-West Indian Ocean Region and Maldives Project."

Interested consulting firms are required to demonstrate their qualifications and relevant experience by submitting the following documents:

• Letter of Expression of Interest / JV agreement (if applicable)

• Company registration certificate(s)

• Company profile or brochure

• A detailed list of similar assignments or studies conducted by the firm

• A list of proposed key staff along with their CVs

The selection of the consulting firm will be carried out using the Consultant's Qualification-Based Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers. Evaluation criteria will focus on core business history, general and specific relevant experience, technical and managerial capability, financial strength, and regional or local experience within the Maldives and South Asian contexts.
