The Secretariat of the Gdh. Rathafandhoo Council has enacted a comprehensive harbor management regulation establishing strict operational rules for fishing vessels, cargo handling, and harbor cleanliness.

The regulation introduces key guidelines directly targeting fishing operations within the island's harbor basin:

  • Handling of Fishing Equipment: Fishing gear, tackle, and related equipment kept on the quay or aboard moored vessels must strictly comply with instructions issued by the council.

  • Vessel Cleaning Protocols: Vessels brought in for cleaning or maintenance must depart within 72 hours, and crews are required to clean and clear the surrounding harbor area immediately.

  • Unattended Vessel Limits: Leaving vessels unattended or anchored idle without prior markings is restricted; such vessels are permitted to remain for a maximum duration of 12 hours.

  • Berthing Flexibility: In situations where dock space becomes fully occupied, vessels are permitted to moor mid-basin ("medhu-falhi kandaalaafai").

  • Maintenance & Cleanliness: Dumping waste into the basin is strictly forbidden. Furthermore, harbor quayside work—aside from routine engine maintenance cargo—requires formal council authorization.

Violations of the harbor rules carry administrative fines ranging between MVR 500 and MVR 5,000. Additionally, the council reserves the authority to dispose of any gear, cargo, or vessels that owners fail to remove upon official notice.
