President Dr. Mohamed Muizzu has stated that an ocean-based foreign policy is an existential matter for the Maldives and essential for the international community.
The President made these remarks during a speech delivered yesterday at the German Council on Foreign Relations (DGAP), as part of his ongoing official visit to Germany at the invitation of German President Frank-Walter Steinmeier. His speech focused on outlining the Maldives' perspective on ocean governance and the role of oceans in foreign policy.
In his address, the President noted that despite the crucial role oceans play in climate regulation, biodiversity, and global food security, they are not adequately represented in strategic and foreign policy thinking. He highlighted the extent to which the Maldives is intertwined with the ocean historically, economically, culturally, and defensively, and shed light on the significant impacts climate change could have on the Maldivian economy and the livelihood of its people.
The President stated that the Maldives is located in a strategically competitive region where major global trade routes intersect, making the Indian Ocean one of the most important regions of the 21st century. Furthermore, he emphasized the importance of managing the submarine digital infrastructure, the world's largest information network, with international cooperation, trust, and shared standards.
He noted that small states are increasingly emerging as shapers of international standards by demonstrating strong resolve in climate action, enhancing ocean protection, and working together inclusively.
Concluding his speech, he reiterated that an ocean-based foreign policy is existential for the Maldives and essential for the international community. He added that the Maldives is ready to work with Germany and other like-minded partners to ensure that the world's oceans remain a space for cooperation, resilience, and shared responsibility. He emphasized that the future of small island nations and international stability will be shaped by the principles governing ocean management.
Following the speech, while answering questions from the participants, the President stated that the Maldives' approach to ensuring maritime security and enhancing resilience is built on strong relations with neighboring countries, respect for territorial integrity, and environmental protection. Additionally, he highlighted the ongoing efforts to enhance the capacity to protect the Maldives' Exclusive Economic Zone. He also noted that advancing climate action at the international level is a commitment of the Maldives.
Reflecting on the sixty-year diplomatic relations between the Maldives and Germany, he also spoke about the opportunities to increase mutual cooperation, including initiatives such as coastal protection.
