The Ministry of Fisheries has announced that it is seeking a consultancy firm to design a new generation of modern fishing vessels in the Maldives under the TRANSFORM project, which aims to strengthen fisheries management in the Southwest Indian Ocean region.
The Fisheries Ministry stated that a portion of the funds from the World Bank financing for the "Transforming Fisheries Sector Management in South-West Indian Ocean Region and Maldives Project (TRANSFORM)" will be utilized for consulting services. Accordingly, a decision has been made to procure a "Consultancy Firm for Design New Generation Fishing Vessel," and the opportunity is now open for eligible parties to submit an Expression of Interest (EOI).
Interested companies must email their "Expression of Interest" before 14:00 on 6 August 2025 to procurement.transform@fisheries.gov.mv with a copy to aishathahmed@fisheries.gov.mv. Furthermore, the Ministry stated that eligible consultants must submit information demonstrating their capacity and relevant experience to provide this service.
Evidence proving the fulfillment of conditions stated in Section 6 of the Terms of Reference:
1- A detailed list of similar works completed
2- Reference letters / completion certificates and successfully completed agreements as a company
The "Terms of Reference (TOR)" related to this has been published along with the announcement in the government gazette. The Ministry stated that the selection of the consultant will be carried out in accordance with the Consultant's Qualification-based Selection (CQS) method specified in the procurement regulations. The Fisheries Ministry requests that any further information or clarifications be emailed to procurement.transform@fisheries.gov.mv.
The TRANSFORM project is conducted with the aim of enhancing regional cooperation by conducting data and research to support evidence-based decision-making, and increasing the capacity of countries to manage and protect the fisheries industry. The project's objectives include expanding and diversifying the fisheries sector by promoting sustainable and inclusive practices, removing barriers to business competitiveness, and increasing women's participation in fisheries management.
The Southwest Indian Ocean region is shared by the Maldives and 11 other countries. They are Kenya, Mozambique, Somalia, South Africa, Tanzania, Yemen, Comoros, La Réunion, Madagascar, Mauritius, and Seychelles.
