The Ministry of Finance has announced it is seeking a contractor to establish the National Vessel Monitoring System.
According to the announcement published by the Ministry of Finance at the request of the Ministry of Homeland Security and Technology, the process of finding an eligible party for this project will be conducted under the National Competitive Bidding (NCB) policy, in accordance with the Public Finance Regulation. The requirements for applicants and the evaluation criteria will be detailed in the bidding document.
While the Ministry of Finance has now opened the opportunity for eligible parties to submit bids for this project, participation requires a non-refundable registration fee of MVR 500. From today until the 26th of this month, payments can be made through the Ministry of Finance's online payment portal – Bandeyri Pay between 08:00 and 14:00 on all non-public holidays.
A pre-bid meeting is scheduled to be held online at 11:00 am next Wednesday, and bids must be submitted via the Beelan Portal before 10:00 am on Thursday, 28 August 2025. The bid opening for this project will take place at 13:00 on Thursday, 28 August 2025. Participating parties must submit a bid security of MVR 95,000, which will be valid for 148 days from the date of the bid opening.
Bids can only be submitted through the Beelan Portal by registered parties. The Ministry of Finance stated that registration on the Beelan Portal must be completed at least three days prior to the scheduled bid submission date, and no bids other than those submitted through the portal will be accepted.
