The Ministry of Fisheries has announced it is seeking a consultancy firm to design a new generation of modern fishing vessels in the Maldives under the TRANSFORM project, which aims to strengthen fisheries management in the South West Indian Ocean region.
The Ministry of Fisheries stated that a portion of the financing secured from the World Bank for the Transforming Fisheries Sector Management in South-West Indian Ocean Region and Maldives Project (TRANSFORM) will be utilized for consulting services. Accordingly, it has been decided to procure a consultancy firm for the "Consultancy Firm for Design New Generation Fishing Vessel" under these services, and the Ministry has now opened the opportunity for eligible parties to express their interest.
Interested companies must email their "Expression of Interest" to procurement.transform@fisheries.gov.mv with a copy to nasrulla.shiyam@fisheries.gov.mv before 14:00 on 13 November 2025. Furthermore, the Ministry stated that eligible consultants must submit information demonstrating their capacity and relevant experience to provide these services.

Evidence proving fulfillment of the conditions specified in Section 6 of the Terms of Reference:
1- A detailed list of similar work undertaken
2- Reference letters / completion certificates and successfully completed agreements as a company
The 'Terms of Reference (TOR)' regarding this has been published along with the announcement gazetted by the Ministry. The Ministry stated that the selection of a consultant will be conducted in accordance with the Consultant's Qualifications Based Selection (CQS) method specified in the Procurement Regulations. The TRANSFORM project is an initiative aimed at enhancing regional cooperation through data collection, research, and information sharing to support evidence-based decision-making, and increasing the capacity of countries to manage and protect the fisheries industry. The objectives of this project include promoting sustainable and inclusive practices to expand and diversify the fisheries industry, eliminating barriers to business competitiveness, and increasing women's participation in fisheries management.
The South West Indian Ocean region is shared by the Maldives and 11 other countries. They are Kenya, Mozambique, Somalia, South Africa, Tanzania, Yemen, Comoros, La Réunion, Madagascar, Mauritius, and Seychelles.
