The Ministry of Fisheries, Agriculture and Ocean Resources has issued a second invitation for expressions of interest seeking a qualified individual consultant to provide technical capacity building and proposal preparation support for the MVR 278 million "Aaruveri" Matching Grant Scheme.
The re-invitation comes as the Ministry actively accepts bids across three focal windows of the scheme: Manufacturing (tin-can manufacturing and value-added tuna packaging), Fisheries Industry Decarbonization (renewable energy integration and energy-efficient systems in processing facilities), and Circular Economy Development, which specifically finances foundational infrastructure, waste management, and sustainable service facilities on leased uninhabited islands to alleviate capital expenditures and scale local economic operations.
The selected consultant will be tasked with providing hands-on technical guidance to prospective applicants, strengthening institutional capacity, and assisting small enterprises, fishermen, and commercial operators in formulating bankable, high-quality project proposals that meet the rigorous technical and financial benchmarks of the scheme.

The initiative is executed under the World Bank-supported TRANSFORM Project, a USD 64.8 million development framework running from 2023 through 2030. The project is focused on strengthening evidence-based fisheries governance across the South-West Indian Ocean region while advancing the long-term competitiveness, environmental sustainability, and self-reliance of the Maldivian fisheries economy in alignment with national economic policies.
